it is necessary to have specific environmental policy objectives for each of the many
sectors of a modern and complex state. It is also necessary to have a broad over-view and
system of guidance, designed to optimise the use of the `natural capital' which the
environment represents. This emergence of an increasingly integrated environmental policy
has been one of the dominant features of the last 20 years.
`Environmental policy is developed by institutions at many levels, including local
authorities, citizens', groups, environment and development NGOs, religious groups and
industry. All have their place and importantce alongside national governmental
institutions. Another trend in the past 20 years has been the recognition of the diversity
of human groups that need to work in natural awareness, if not in co-operatition, in order
to ensure coherent and effective policy for the environment."
